The grammar in paragraph one makes “nested-name-specifier template simple-template-id” a simple-type-specifier, but unlike all the others it is omitted from table 9.
Recommended change:
Add a row to table 9 mentioning simple-template-id and punting to clause 14 (cf decltype(expression)).
